THE GREEN RING (Constitution for The Green Ring as adopted on February 01, 2004) Article I. Name The name of this organization shall be The Green Ring, and hereafter shall be referred to as The Green Ring. Article II. Mission The mission of The Green Ring is to promote respect for non-traditional, pagan, and earth based paths. Spiritual diversity is a cherished value, and the goal of the green ring is to build community among those who share that value. "The Ring of Fellowship" Article III. Officers Section I .....The officers of The Green Ring shall be: A) Facilitator B) Co-Facilitator / Committee Whip C) Secretary D) Treasurer E) Sergeant-at-Arms / Community Liaison Section II The Green Ring will use a slate format for officers positions. A slate will be presented to the group on the 2nd meeting in February of the officers. If someone wants to run for an open office, they should announce their intentions to the current Executive Committee 4 weeks from the elections. Section III ............ In order to be eligible to serve as an officer of The Green Ring, the Executive Committee will meet and discuss each candidate and their qualifications for the open position. The Executive Committee will then vote on who is to fill the open position. Section IV ..... The Duties of the Officers are as follows A) Facilitator 1) Shall facilitate the meetings, direct meetings, maintains focus, and handles problems with regard to The Green Ring and its members. 2) Shall create and distribute an agenda for all meetings 3) May only vote in the case of a tie in a general Green Ring Meeting, the Facilitator can vote in an Executive Committee Meeting. 4) Shall create floating committees, and appoint those committee chairs, as needed, in the absence of an objection. 5) Shall be responsible for setting all meetings, times, and picking the location for the meetings. 6) Shall be responsible for notifying people of the changes in meeting times, the locations changes, postponements of meetings., and cancellations of meetings. 7) Representing The Green Ring to the community and public. 8) The Facilitator may have veto power within reason, but may be overridden by Ύ vote of the general membership. 9) The Facilitator shall sit as chair the Hospitality/Gathering Committee. 10)The Facilitator shall sit on no committee other than the one he chairs. 11)The Facilitator can cancel or postpone meetings for any reason including and not limited to the safety and security of the members. B) Co-Facilitator / Committee Whip 1) Shall facilitate the meetings in the absence of the Facilitator 2) Shall be in charge of verifiable proxy votes. 3) Shall take minutes in the absence of the Secretary 4) Shall be in charge of tracking progress of committees and shall sit as Chair of the Membership Committee 5) Shall be the person who counts all ballots. 6) If an Officer cannot fulfill his position then the Co-Facilitator shall take on those duties until a replacement is found. C) Secretary 1) Shall take minutes at all meetings and post them on the Green Ring Business Group. 2) Shall type up minutes from all meetings and present them to The Green Ring for approval 3) Shall make a file on The Green Ring Business Group of the minutes of all meetings 4) Shall be the official recorder of all motions, and shall ensure the inclusion of all motions in the minutes of each meeting 5)Shall be in charge of the official membership list and sign in sheet. 6) Shall sit as the Chair of the Public Relations Committee. 7) Shall post minutes within 1 week of the meetings on the Green Ring Business Site only. D) Treasurer 1) Shall keep track of The Green Ring books 2) Shall arrange the payment of any debts incurred by The Green Ring, within the operating budget of The Green Ring 3) Shall be responsible for all deposits made to The Green Ring account 4) Shall make monthly financial reports to the membership 5) Shall sit as the Chair of the Fund-raising Committee and be present at all Fund-raising events or send a representative. E) Sergeant-at-Arms / Community Liaison 1) Shall assist the Facilitator in running the meetings 2) Shall be in charge of enforcing rules regarding disorderly conduct and have a copy of the constitution at all meetings for reference. 3) Shall sit as the Chair of the Constitutional Review Committee 4) Shall serve as a representative and contact for outside spiritual groups 5)Shall be in charge of providing new members with a copy of the Constitution and By-laws 6)Shall lead the investigation with the assistance of the Constitutional Review Committee of a member violating the Constitution/By-laws. Must present all findings to the Executive Committee for disciplinary actions. 7)In case the Sergeant-at-Arms cannot be present to present the information to the Executive Committee, the Sergeant-at-Arms can send the voted person on the Constitutional Review Committee to the Executive Committee meeting to present the findings. The Voted Person does not get a vote in the Executive Committee, just presents the information and leaves. Section V... ...................... Tenure of Office All officer positions will be as defined in Article III, Section III. Terms will begin at the end of the meeting in which the officer was elected by the Executive Committee. Individuals are not limited as to how long one may serve. Section VI... .....Removal of Officers A) Officers may be removed for the following reasons: 1) Failure to meet the duties of the office 2)Unconstitutional acts - Anything that violates the Constitution and By-laws of the Green Ring. 3)Public acts detrimental to the good name of the Green Ring or its members - Using the Green Ring name in an inappropriate manner. Doing anything in the name of the Green Ring that is immoral or unethical. Using the Green Ring name without permission of the Executive Committee. 4) Repeated unavailability to other members of the Executive Committee or the General Membership. 5) If an Officer is put on probation then he/she cannot hold an Officers position. 6) Any Officer that violates the private and confidentiality of the Executive Committee and can be instantly removed by the Facilitator. 7) If an Officer is found to be guilty of violating the Constitution and By-laws by the Constitutional Committee then a vote of the present membership will held with majority ruling and this will be scheduled by the Facilitator Article IV. Amendments Section I ........... This constitution may be amended at the monthly business meeting of the Executive Committee. Then the changes will be presented to The Green Ring Group. Section II ............ All Amendments to this constitution must pass by Ύ of the Executive Committee, and will go into effect immediately upon approval. Article V. Membership Section I............ Membership must not be discriminatory on the basis of race, national origin, sex, sexual orientation, or religion. Must be 18 years of age or older to be a member unless a parental consent form has been signed in person by the parent of the minor child. Section II....... .. All members must pay a membership fee as defined in the by-laws. Section III .............. All paid members in good standing shall have one vote on issues. Members must be present to vote or have a verifiable proxy delivered to an officer who must vote as that proxy stipulates. Section IV All members shall have the right to request a copy of any The Green Ring organizational materials. (I.e. Constitution, By-laws and any information that is considered public information to the group) Section V ... Removal of Members A) Members may be removed for the following reasons: 1) Unconstitutional acts - Anything that violates the Constitution and By-laws of the Green Ring. 2) Public acts detrimental to the good name of the Green Ring or its members - Using the Green Ring name in an inappropriate manner. Doing anything in the name of the Green Ring that is immoral or unethical. Using the Green Ring name without permission of the Executive Committee. 3) The Executive Committee is the deciding factor of what the suitable disciplinary action that will be taken to the member in question. Article VI. By-Laws By-laws for The Green Ring will be voted on / approved / re-approved at the Business Meeting of the Executive Committee. Article VII. Committees Section I...... ..................Types of Committees A) Floating Committee: A committee created by the Facilitator to handle a special order of business, committee will be automatically dissolved once the special order of business is dealt with. B) Standing Committee: A permanent Committee that can only be removed or added by an amendment to the constitution.
Section II..... ...Standing Committees A) Executive B) Constitutional Review C) Fund-raising D) Educational E) Hospitality / Gathering Committee F) Membership G) Public Relations Section III.................................Tenure of Office Shall be set by the Executive Committee. Section IV ...The Duties of the Standing Committees are as follows A) Executive 1) Shall consist of each officer, and one general member of The Green Ring, appointed by the Secretary and the Treasurer, who shall sit as committee chair 2) To prepare new officers for their respective positions and roles 3) To advise each officer as needed 4) Shall make sure that all officers are meeting all expected duties set upon them B) Constitutional Review 1) Shall be chaired by the Sergeant-at-Arms / Community Liaison 2) Shall review and familiarize themselves with the policies of the constitution and its by-laws 3) Shall prepare and propose the By-laws for acceptance 4) Shall call a special meeting of the Executive Committee if a person has been found in violation of the Constitution/By-laws in a serious nature to have immediate action taken. (i.e. threatening, violence, and so on) 5) Shall assist in the determination of whether or not an action is unconstitutional. 6) The Sergeant-at-Arms shall be the lead person on any investigations into a members actions violating the Constitution/By-laws. 7) Shall consist of the Sergeant-at-Arms / Community Liaison, two general members of The Green Ring appointed by the Sergeant-at-Arms / Community Liaison, and one member nominated and appointed by the members of the Green Ring C) Fund-raising 1) Shall be chaired by the Treasurer 2) Shall be the entity responsible for all Fund-raising 3) Must announce all Fund-raising events on the internet and at the meetings to the whole membership of The Green Ring. 4)The Treasurer should be at all Fund-raising events and if the Treasurer cannot be at the event then it is the Treasurers responsibility to have a member of the Committee there and is responsible for obtaining the money from the Committee person at the event. 5) Shall consist of the Treasurer, two general members of The Green Ring appointed by the Treasurer, and one member nominated and appointed by the members of the Green Ring D) Hospitality / Gathering Committee 1) Shall be chaired by the Facilitator. 2) Shall locate and prepare gathering / meeting places as necessary 3) Shall be responsible for greeting all new members and making sure that they are felt welcome and comfortable at all meetings. 4) Shall consist of the Facilitator, two general members of The Green Ring appointed by the Facilitator, and one member nominated and appointed by the members of the Green Ring E) Educational 1) Shall be chaired by the Education Chair who will be nominated and appointed by the members of The Green Ring 2) Shall program and prepare educational programs for the community 3) Shall be responsible for writing the rituals for The Green Ring, when The Green Ring chooses to do a ritual. 4) Shall consist of the Educational Chair, two general members of The Green Ring appointed by the Educational Chair, and one member nominated and appointed by the members of the Green Ring F) Membership 1) Shall be chaired by the Co-Facilitator 2) Shall be in charge of assisting the Co-Facilitator in issues relating to membership. 3)Shall assist in new members getting their copy of the Constitution and By-laws and signing the appropriate documents.. 4) Shall consist of the Co-Facilitator, two general members of The Green Ring appointed by the Co-Facilitator, and one member nominated and appointed by the members of the Green Ring G) Public Relations 1) Shall be chaired by the Secretary. 2) Shall be in charge of all Public Relation matters as pertaining to The Green Ring. 3)Shall discuss all plans the Public Relations Committee would like to implement with the Executive Committee. 4) Shall consist of the Secretary, two general members of The Green Ring appointed by the Secretary, and one member nominated and appointed by the members of the Green Ring. Section V ..... Basic Committee Expectations A) All committees will be expected to hold meetings as necessary, to report to the Co-Facilitator / Committee Whip, and to report to the general members in meetings. B) Any actions deemed necessary by the committees must by approved by the general membership of the Green Ring.
Acceptance of this constitution We the members of The Green Ring do hereby pledge to accept the statements in this constitution, to uphold all articles as best our abilities, and to represent this group in the highest possible manner.
